Will an imported motorhome or campervan be ULEZ compliant?

Short answer

It depends on the vehicle's emissions standard, not on its age or where it was built. Transport for London (TfL) says the ULEZ "is enforced based on the declared emissions of the vehicle rather than the age". For motorcaravans of 2.5 to 3.5 tonnes gross vehicle weight TfL lists Euro 4 for petrol and Euro 6 for diesel, with a £12.50 daily charge if the vehicle does not meet it. Motorcaravans over 3.5 tonnes do not pay the ULEZ charge but face the London-wide Low Emission Zone (LEZ) instead.

What does TfL say about motorhomes?

TfL's pages for larger vehicles list "Ambulances, motorcaravans and motorised hearses (2.5 tonnes to 3.5 tonnes gross vehicle weight)" with the minimum standards "Petrol: Euro 4 (NOx)" and "Diesel: Euro 6 (NOx and PM)". The daily ULEZ charge is £12.50 and the penalty charge is £180 (£90 if paid within 14 days).

For vehicles over 3.5 tonnes, TfL says lorries, vans and specialist heavy vehicles "do not need to pay the daily ULEZ charge", and motor caravans over 3.5 tonnes are in that group. They "will need to pay the London-wide LEZ charge if they do not meet the LEZ emissions standards", which for motor caravans over 3.5 tonnes is Euro VI for NOx and particulate matter. The LEZ charge amount is not shown on the pages we read, so check TfL before you plan a trip.

Under 2.5 tonnes TfL's motorhome page is silent. Its car page gives the same Euro 4 petrol and Euro 6 diesel standard but does not mention campervans, so we cannot tell you that it applies to them. Use TfL's vehicle checker.

Does the age of an imported camper matter?

Not directly. TfL's test is the emissions standard the vehicle was declared to meet. An old petrol camper can pass, and a newer one can fail. TfL's pages do not give an age rule for motorhomes, so do not assume that a Japanese or American import "must be fine because it is old" or "must be banned because it is old".

What TfL's pages we read do not say is how an imported vehicle's Euro standard is decided, for example from which document. So before you buy, send us the listing and the papers, and ask the seller or the manufacturer for the emissions standard of the exact engine. We handle customs, NOVA and the DVLA paperwork; the Euro class of the engine is a question for the maker or a garage.

What about a Mazda Bongo, Nissan Elgrand or Toyota Hiace camper?

People search for these models by name with "ULEZ compliant" after them, which shows the worry is real. The honest answer is the same for all of them: the model name does not decide it, the engine and its declared emissions do. Petrol and diesel versions of the same model can fall on different sides of the line, and TfL's standards are set by weight band, so check again after any change to the vehicle's weight.

I will keep it outside London. Does this still matter?

Only if you plan to drive in Greater London, or want to sell it to someone who does. Outside the zone TfL's charge does not apply. If you are bringing a foreign-registered motorhome on a visit, TfL says that if it does not hold details for a vehicle registered outside the UK it will not know whether it meets the standards, and until it has proof you will "need to pay the charges to drive in London, or you may receive a Penalty Charge Notice".
